Financing dimension
The financing dimension focuses on the analysis of the relative size of mobilized resources for social development in terms of fiscal priority and cyclicity, as well as stability and trends in the investment amounts allocated to each social function. Following the Classification of the Functions of Government (COFOG) defined by the International Monetary Fund (IMF), and the sectoral level of different ministries of social areas, these functions include social protection, health, education, housing, culture, and environment.

Notes:

Argentina: in 2019, the functions of the central government Ministries are reorganized, so that the Ministry of Social Development includes budget items from Social Protection (pensions) and Health. The Social Protection item concentrates an important part of the social expenditure that belonged previously to the Ministry of Labor, Employment and Social Security.

Brazil: for 2017 and 2018, the Ministry of Social Development incorporates the Social Security functions, which are not included with the purpose of having a comparable series between ministries.

Guatemala: The Project of the General Budget of Income and Expenditure of the State for the fiscal year 2018, was not approved following the term established by the Political Constitution of the Republic of Guatemala, so that in 2018 the General Budget of Income and Expenditure of the State of Fiscal Year 2017 remained in force.

Haiti: information is available per fiscal year until the 2016-2017 period.

Paraguay: LAW NÂș 5554 - Approves the 2016 General Budget of the Nation remained in force during the fiscal year 2017.

Simple average 13 countries: does not include Haiti. Additionally, Argentina is not considered in 2019.
