National Programme for Access to Technical Education and Employment- PRONATEC (Programa Nacional de Acesso ao Ensino Técnico e Emprego) (2011-)

Description: This programme aims to widen the supply of professional and technological education. It consists of initial and continuous training, which lasts 160 hours, for the insertion into the labour market. The courses are provided by institutions of the National Service for Business Learning (SENAC) and the National Service for Industrial Learning (SENAI), and the Federal Network of Professional and Technological Education. The courses are free, and the participants receive food, transportation and school supplies. The PRONATEC also has an action line oriented only to the Brasil Sem Miseria participants (PRONATEC/BSM).
   

Characteristics

Target population: Persons living in poverty and extreme poverty that have more than 16 years, in particular: Public middle school students, including young and adult students;
Participants of the Bolsa Família programme or the Bolsa de Prestação Continuada (BPC);
Workers;
Participants in federal income transfer programmes;
Students who have completed secondary education in schools of the public network.

1) Programa Brasil Profissionalizado

Recipient(s): Participants of the programme
Description: The objetive is to increase the offer of courses and strenghen the professional and technical education integrated to secondary education in State education network

 

2) E-TecBrasil Network

Recipient(s): Participants of the programme
Description: This network provided free technical and professional courses on internet. The institutions authorised by the Federal Government can create online courses. The purpose is to develop professional and technological education in the modality of distance education, expanding and democratizing the offer and access to free and public professional education in the country. Within the e-Tec Brazil Network, there is also the E-tec Languages ​Without Borders program, which offers free foreign language courses.

 

3) Bolsa Formação

Recipient(s): - Public High school students
- Workers
- Participants of federal income transfer programs - People who have completed secondary public education - People who have completed secondary education in private institutions (only if recipient of integral scholarship)
Description: There are three type of free courses offered by Federal Institutions: technical courses for those who have completed secondary education (this training training is intended to train students in new technologies and techniques at work, from 800 to 1200 hours, with an average duration of a year and a half to two years), technical courses for those who are still in secondary and primary education (from160 hours to 200 hours, in three months ) and professional training.

 

4) Young aprenttice (Law No 10.097)

Recipient(s): Participants of the programme
Description: The goal is to allow young people over 15, who are already in the labor market, have the opportunity to complete their studies, their hiring should have reduced costs for businesses and the courses will be financed by the program

 

5) Free agreement with national apprenticeship services

Recipient(s): Students, graduates of basic education and employed or unemployed workers, all with a low income. Users of protection programs for threatened persons also qualify as participants. Students and workers are participants with higher priority.
Description: The agreement was formed between the National Confederations of Industry (CNI) and Commerce (CNC) to expand the application of the resources of their national learning services and their social services, in the free offer of professional and technological education courses . In other words, the free offer of vacancies in technical and professional qualification courses was expanded.

 

6) Mediotec

Recipient(s): Students of public secondary education
Description: The courses are free, funded by Setec / MEC, through the Bolsa Formación. They aim to ensure that the student, after completing their studies is well prepared to enter the labour force, this way MedioTec seeks to provide greater synergy between courses and labour demands. Pursuant to ordinance no. 817/2015, it may involve the provision of food and, if necessary, transportation for the student.

 

7) Pronatec Voluntary Offer

Recipient(s): People who have already completed their middle school education, Brazilian citizens older than 15. Preference is given to people who meet one of the following requirements:
- Students of middle school education of the public network
- Persons who have completed public middle school education or their middle school education in private institutions (only if recipient of integral scholarship)
- Workers, farmers, foresters, fish farmers, extractors, fishermen, etc.
- Participants of federal income transfer programs
- People with disabilities
- Indigenous peoples
- 'Quilombolas' communities
- Adolescents and young people in compliance with socio-educational measures
Description: Through the initiative, courses of professional technological education (EPT) are offered voluntarily by private institutions. Pronatec Voluntary Offer is an initiative of the Ministry of Education (MEC), to expand the free offer of EPT courses. The participants can benefit from education courses, or professional qualification and technical courses. The offer is made by private EPT institutions, which have registered in the program and offer courses on a voluntary basis.
