Description: Pé-de-Meia is an economic-educational incentive programme in the form of savings that aims to encourage students enrolled in public upper secondary schools to stay in school and complete their education. The programme offers incentives related to enrolment, attendance, completion and participation in national and sub-national educational examinations. The programme aims to democratise access to education and reduce social inequality among upper secondary school students, as well as to promote greater social inclusion through education by stimulating social mobility.

The programme provides for the payment of a monthly incentive, which can be withdrawn at any time, as well as deposits at the end of each completed school year. The latter can only be withdrawn once the student has completed upper secondary school.
   

Characteristics

Target population: Low-income students enrolled in public education whose families are entitled to receive Bolsa Familia. The programme focuses on two main groups: young people aged between 14 and 24 enrolled in public upper secondary education, and young people and adults aged between 19 and 24 enrolled in youth and adult education (EJA). In addition, students must be registered in the Individual Taxpayer Register (Cadastro de Pessoa Física, CPF).
Geographic scale: National
Targeting method: 1) Categorical: low-income students regularly enrolled in public upper secondary school, aged between 14 and 24, who are part of families registered in the Federal Government's Cadastro Único (Unified Registry of Social Programmes).
2) Means test and comparative analysis with administrative datasets and other databases.
Instrument of selection: Information from the administrative files of students obtained through the Management System and the Cadastro Único para Programas Sociais do Governo Federal or CadÚnico (Cadastro Único para Programas Sociais do Governo Federal or CadÚnico).
Registry of recipients: Unfied registry for social programmes (Cadastro Único para Programas Sociais do Governo Federal, CadÚnico)
Exit strategies or criteria: *Loss of eligibility for the Programme.
*At the request of the interested party, not to continue to participate in the programme.
*Abandonment or non-compliance on two consecutive occasions or over a period of two years.
*Evidence of fraud or irregularities on the part of users.
Comments: Eligible students who belong to families participating in the Bolsa Familia programme have priority in receiving the programme's financial and educational incentives.

1) Tuition incentive

Recipient(s): *Low-income students aged 14-24 enrolled in public upper secondary schools and who are members of families enrolled in the Bolsa Família programme.
*Low-income students aged between 19 and 24 who are enrolled in Youth and Adult Education (EJA) and who are members of families enrolled in the Bolsa Família programme.
Mode of transfer: Flat transfer
Mode of delivery: Payment into a bank account in the student's name
Periodicity of delivery: Once per school year.
Recipient of the transfer: Student. If the student does not have a bank account, one will automatically be opened in the student's name.
Maximum per household: Does not have
Conditionalities: *Enrolment in a public upper secondary school up to 2 months after the start of the academic year.
*Registration of the student in the Cadastro de Pessoas Físicas (CPF).
Sanctions: ...
Comments: If a student retakes a grade that he/she has dropped or failed, he/she will only be entitled to the incentive for that grade once during his/her stay in upper secondary education.
Amount : BRL $200.

 

2) School attendance incentive

Recipient(s): *Low-income students aged 14-24 enrolled in public upper secondary schools and who are members of families enrolled in the Bolsa Família programme.
*Low-income students aged between 19 and 24 who are enrolled in Youth and Adult Education (EJA) and who are members of families enrolled in the Bolsa Família programme.
Mode of transfer: Flat transfer
Mode of delivery: Payment into a bank account in the student's name
Periodicity of delivery: The incentive is paid in 9 regular instalments according to the programme's operational calendar.
Recipient of the transfer: Student. If the student does not have a bank account, one will automatically be opened in the student's name.
Maximum per household: Does not have
Conditionalities: Minimum monthly attendance of 80% of teaching hours or average attendance of 80% of teaching hours in the year, up to the time of data collection by the responsible institution.
Sanctions: The attendance incentive will be blocked if the following conditions are met at the same time:
*Attendance of less than 89% of the teaching hours in the calculation period.
*Average attendance of less than 80% of the teaching hours, based on the total teaching period attended up to the calculation date.
The blocked incentive quotas may be released after verification of compliance with the programme's co-responsibilities.
Comments: *In the event of delays or inconsistencies in the provision of necessary information for the implementation of the Program by educational systems and federal institutions, the regularity of incentive-related transfers will be maintained whenever possible while corrective and updating actions are being carried out.
*If a student retakes a grade that he/she has dropped or failed, he/she will only be entitled to the incentive for that grade once during his/her stay in upper secondary education.
Amount : BRL $1,800 (in 2024) divided into 9 payments of BRL $200.

 

3) Upper Secondary School Graduation incentive

Recipient(s): *Low-income students aged 14-24 enrolled in public upper secondary schools and who are members of families enrolled in the Bolsa Família programme.
*Low-income students aged between 19 and 24 who are enrolled in Youth and Adult Education (EJA) and who are members of families enrolled in the Bolsa Família programme.
Mode of transfer: Flat transfer
Periodicity of delivery: Payable in a single instalment at the end of each year. The value of the incentive accumulates for each grade passed and is only paid to the student when the secondary school leaving certificate is obtained.
Recipient of the transfer: Student. If the student does not have a bank account, one will automatically be opened in the student's name.
Maximum per household: Does not have
Conditionalities: *Successful completion of each grade of upper secondary education.
*Obtaining a certificate of completion of each grade.
*Where applicable, evidence of the student's participation in:
1. The Basic Education Assessment System (Sistema de Avaliação da Educação Básica, Saeb) examinations.
2. Examinations applied by the external evaluation systems of upper secondary education of the federal entities.
Sanctions: If a student retakes a grade that he/she has dropped or failed, he/she will not be eligible for the Completion Incentive for that grade.
Amount : BRL 1,000 (in 2024) for completion of each grade of upper secondary education (BRL 3,000 for completion of upper secondary education).

 

4) Incentive to take Secondary education national examination (ENEM)

Recipient(s): *Low-income students aged 14-24 enrolled in public upper secondary schools and who are members of families enrolled in the Bolsa Família programme.
*Low-income students aged between 19 and 24 who are enrolled in Youth and Adult Education (EJA) and who are members of families enrolled in the Bolsa Família programme.
Mode of transfer: Flat transfer
Mode of delivery: Payment into a bank account in the student's name
Periodicity of delivery: Payment into a bank account in the student's name
Recipient of the transfer: Student. If the student does not have a bank account, one will automatically be opened in the student's name.
Maximum per household: Does not have
Conditionalities: *Obtaining the Upper Secondary Education Certificate.
*Enrolment and participation in the two-day National Secondary Education Examination (Exame Nacional do Ensino Médio, Enem), with the possibility of re-sitting in exceptional cases.
