Description: The PNMPO was created by Law No. 11.110, on April 25th, 2005, with the main objective of stimulating the creation of employment and incomes among popular micro-entrepreneurs, through the provision of specific sources of financing for guided productive microcredit. The PNMPO is aimed at natural and legal persons engaged in urban and rural productive activities, with annual gross incomes or revenues of up to R$ 360 thousand, in accordance with the limit established for microenterprises under the terms of Complementary Law No. 123, from December 14th, 2006. For the purposes of the PNMPO, guided productive microcredit is considered to be credit granted to meet the financial needs of natural and legal persons who carry out small-scale productive activities, using a methodology based on the relationship with entrepreneurs, and allowing the use of digital technologies in the guidance process. It can be inferred that, with the creation of the PNMPO, microcredit came to be understood as a public policy for social and economic development which also enhanced the value of self-employment in the country.
