Description: | The program supports people over 18 years of age, unemployed or precariously employed, belonging to the 40% most socioeconomically vulnerable according to the Socioeconomic Qualification of the Social Household Registry, or who are beneficiaries of the SSyOO subsystem, or people in a situation of poverty or specific vulnerability who do not have RSH, to access financing and capacity building for the development of an enterprise. The program provides training services, technical advice and financing to support the development of microenterprises that are at an initial stage. The program has two lines of work: one is oriented to the Subsistema Seguridades y Oportunidades and the other is regular. |

Targeting method: | Direct means testing, the program uses as an allocation criterion the person's membership in the first bracket of the Socioeconomic Qualification (40%) of the Social Registry of Households or the person's membership in the Social Protection Subsystem Seguridades y Oportunidades (whose membership indicates poverty or extreme poverty, according to the same verification instrument, the CSE. |

Comments: | Changes in the intervention strategy as a result of the health context: Mainly, adjustments were made to the bidding conditions and their respective guidelines in order to facilitate the execution of the components under the face-to-face or remote modality, depending on the case of each territory, in terms of changes in the step-by-step plan that could affect the development of project activities. Flexibility was allowed in terms of budget modifications, deadlines and adaptation of specific activities to one or the other modality, according to need, all with prior justification by the executor and in agreement with FOSIS. |

1) Comprehensive support service for micro-entrepreneurship (Regular version)
Recipient(s): | 1) Belonging to the 40% of the Socioeconomic Qualification (CSE) bracket; 2) A person who is unemployed, inactive, looking for a job for the first time or qualified as "precariously employed at the time of applying; 3)Beneficiaries are prioritized according to previous participation in FOSIS programs, participation in SERNAMEG Program (MJH) considering work with a gender approach; and finally 4)The condition of specific vulnerability is considered, for those who are not in the 40% of the RSH, which is supported by the responsible institution that validates the profile through a report. These beneficiaries correspond to 1%. |
Description: | The Program considers two lines of action: a) Comprehensive support services, with an average duration of 6 months of execution, where users receive a set of specialized services, training, aimed at enhancing personal skills for labor insertion, developing knowledge and technical skills for the implementation of a microenterprise; b) Financing, with an approximate duration of one month of execution, where users have funding for their business idea, acquisition of goods and supplies to carry out the implementation or strengthening of the enterprises. |
