Description: Targeted cash transfer programme. Created as a mechanism of monetary compensation for the elimination of price subsidies for domestic gas, gasoline and electricity. The programme did not use conditionalities nor sanctions.


Target population: Mothers with at least 1 child under 18 years old, adults over age 65 and people with disabilities.

Targeting method: Self-selection, enrollment in church districts ("parroquias")
Instrument of selection: Social Programme Beneficiary Identification and Selection System (SELBÉN)
