Description: National Programme for Socio-productive Inclusion and Local Development that unifies the "We Make Future" and "Complementary Social Salaries" programmes in a single initiative. Its objective is to improve employment and generate new productive proposals through the development of socio-productive, socio-community, socio-labour projects and educational completion. The purpose is to promote full social inclusion for people who are in a situation of social and economic vulnerability.
   

Characteristics

Target population: People between 18 and 65 years of age in situations of vulnerability and/or who perform some activity in the popular economy.

Exit strategies or criteria: 50% of the Supplementary Social Salary will be suspended when there is a frequent abscence or non-fulfillment of tasks or activities for a month and the programme will be suspended when it exceeds three months. Participants will be able to request their re-linking after a period of three months, after the six-month period expires, the programme will be discharged.

The exit of the programme will occur when the participant dies or resigns; by verified modification of the vulnerability condition at the time of entry; for falsification of sworn statements; for breach of co-responsabilities; and twelve months after the participant entered into the formal employment.
Comments: En diciembre de 2020, se realizó la entrega de un bono de fin de año de un total de ARS $9,450 a los y las participantes del programa Los/las titulares que ingresaron al mercado formal de empleo y sus ingresos superen el Salario Mínimo Vital y Móvil, mantendrán su permanencia en el programa durante el primer año de relación laboral. A partir de un convenio firmado entre el MDS y el Ministerio de Mujeres, Género y Diversidades, el programa incluye a población trans y diversidades y a las víctimas de violencia de género, a población de alta vulnerabilidad y a personas incluidas a través del Patronato de Liberados.

Complementary Social Salary

Recipient(s): People who are in situations of high social and economic vulnerability.
Mode of delivery: Flat transfer
Periodicity of delivery: Monthly
Recipient of the transfer: Direct participant
Conditionalities: The participants must be developing one of the following activities: Care Tasks and socio-community services; Recycling and environmental services; Construction, social infrastructure, neighborhood and housing improvement; Agriculture and food production; Production of clothing and other manufactures; Popular trade. The activities carried out must be accredited by requesting the issuance of the Work Certificate (CETRA) to the associated Unit. Likewise, the holders will be able to access and complete their primary and secondary studies. After having completed the compulsory educational completion, they must prove it by presenting the corresponding certificate or title.
Comments: The benefit is non-remunerative and non-transferable, except for debts derived from alimony and which have been judicially recognized. In addition, it is compatible with the Universal Child Allowance (AUH); Universal Pregnancy Allowance for Social Protection financial, material or food benefits; independent workers registered in the Social Monotax or dependent workers of Domestic Service; owners of real estate. On the other hand, it is not compatible with people who have formal employment, are fugitives from justice; are the owners of any commercial establishment open to the public; receive a non-refundable monetary benefit or subsidy; own more than one property; receive pensions or benefits from the Social Security System; receive contributory or non-contributory retirement; old age pensions; Universal pension for the Elderly; pension for Total Permanent Disability; receive unemployment benefit or subsidy; over 65 years old.
Description: Individual economic benefit that seeks to contribute to the satisfaction of the basic needs of the recipients and their families. Moreover, they have to promote the maintenance, strenghtening and sustainability of the activities they perform.
Amount : ARS $16,500 corresponding to 50% of the minimum, vital and mobile salary (ARG $36,616 as of March 2022).

 

2) Subsidies and/or Ministerial Credits

Recipient(s): Governments of the Autonomous City of Buenos Aires, universities, all types of formally constituted non-profit civil society organization.
Description: Delivery of subsidies and/or credits to management units or similar, which allow guaranteeing and promoting the implementation, development and strengthening of socio-productive, socio-labour and socio-community projects.

 

3) Additional Incentive

Recipient(s): People who are in a situation of high social and economic vulnerability.
Mode of transfer: According to characteristics of the family group.
Recipient of the transfer: Direct participant
Description: Within the framework of the socio-productive project, the recipients of the programme may receive an additional incentive that will be determined depending on the case.
Amount : The additional amount cannot exceed the amount corresponding to the basic subsidy.

 

4) Protected income to employment

Recipient(s): Holders who entered the formal employment market and whose income exceeds the Minimum Living and Mobile Salary; People who entered the formal market or were employed by a productive unit registered in the programme, receive a remuneration less than 100% of the minimum wage, will maintain their permanence in the programme and will receive a percentage of the subsidy in such a way that it complements the income obtained to equate them to a Minimum Vital and Mobile Salary. In addition, people who entered the labour market and receive a sum of up to 50% of the minimum wage, vital and mobile, will remain in the programme and will receive a full amount of the subsidy, until the exposed working conditions are maintained.
Recipient of the transfer: Direct participant
Description: Programme participants will maintain their permanence during the first year of employment, with suspension of the receipt of the personal subsidy, as long as the employment relationship continues.

 

5) December 2021 Grant

Recipient(s): Program recipients.
Recipient of the transfer: Direct participant
Description: One-time payment for Potenciar Trabajo recipients as a half bonus in December 2021.
