| Description: | Non-contributory pension programme in Argentina that began in the mid twentieth century. Only in 1996, this programme becomes to be administered by the Secretariat of Social Development under the Presidency of the Republic (which in 1999 comes to have a ministerial rank). The main recipients are people in situation of social vulnerability without retirement or pension, without relatives legally obliged to provide food and without income or resources that enable their survival. Also, they may not be detained persons, at the disposal of justice. This type of pension does not require contributions. Foreigners who wish to access this programme must prove 40 years of continuous residence in Argentina. People who are deprived of their freedom are not entitled to any pension. |

| Comments: | The participants and their families also become covered by a health plan, through the Comprehensive Care Program (PAMI) or the Federal Health Program (PRO-FE). The recipients of pensions for older people, disabled, mothers with 7 or more children, ex-gratia, relatives of disappeared prisoners, olympics and paralympic medalists that receive a pension equal or less than the value of a full retirement, receive a 40% increment if they are residents of southern regions (Provinces of La Pampa, Río Negro, Chubut, Neuquén, Santa Cruz, Tierra del Fuego, Antartida e Islas del Atlántico Sur, and Carmen de Patagones party of Buenos Aires Province). They also have the right to a funeral subsidy that equals a maximum of three minimum salaries, if they do not receive funds from relatives. As part of the measures to face the effects of the COVID-19 pandemic and social isolation, an extraordinary bonus of ARS $3,000 was delivered in March 2020. |
