Description: Non-contributory pension programme in Argentina that began in the mid twentieth century. Only in 1996, this programme becomes to be administered by the Secretariat of Social Development under the Presidency of the Republic (which in 1999 comes to have a ministerial rank). The main recipients are people in situation of social vulnerability without retirement or pension, without relatives legally obliged to provide food and without income or resources that enable their survival. Also, they may not be detained persons, at the disposal of justice. This type of pension does not require contributions. Foreigners who wish to access this programme must prove 40 years of continuous residence in Argentina. People who are deprived of their freedom are not entitled to any pension.

Comments: The participants and their families also become covered by a health plan, through the Comprehensive Care Program (PAMI) or the Federal Health Program (PRO-FE). The recipients of pensions for older people, disabled, mothers with 7 or more children, ex-gratia, relatives of disappeared prisoners, olympics and paralympic medalists that receive a pension equal or less than the value of a full retirement, receive a 40% increment if they are residents of southern regions (Provinces of La Pampa, Río Negro, Chubut, Neuquén, Santa Cruz, Tierra del Fuego, Antartida e Islas del Atlántico Sur, and Carmen de Patagones party of Buenos Aires Province). They also have the right to a funeral subsidy that equals a maximum of three minimum salaries, if they do not receive funds from relatives. As part of the measures to face the effects of the COVID-19 pandemic and social isolation, an extraordinary bonus of ARS $3,000 was delivered in March 2020.

2) Pensión de invalidez (Disability pension)

Comments: The pension is given to persons with total (76% or more) and permanent disability to work. Individuals can not have relatives receiving food support. Foreigners who wish to access this component must prove 20 years of continuous residence in Argentina. They have the right to receive the family allowance (includes children, spouse and relatives of the recipient) and the schooling allowance (children of disability pensioners who attend mandatory formal education and who are under 18 years).

It should cover people in vulnerable situations, but the final recipient is at the discretion of the national legislator. They last 10 years and are not renewed if they exceed the value of 2 full monthly retirements.

6) Extraordinary Grant (Covid-19 response)

Comments: This extraordinary grant is given for a maximum amount of up to ARS $3,000 to users of Non-Contributory Pensions: 1) beneficiaries of the ARGENTINE INTEGRATED PREVISIONAL SYSTEM (SIPA); 2) Universal Pension for the Elderly; 3) Disability/Disability Pension and other Non-Contributory Pensions (Mothers of 7 or more children, Former Fighters of Malvinas, Political Prisoners, Ex-Combatants, Ex-Gratia, Old Age and Special Pensions). It will be paid to those who receive a single benefit. The amounts are determined on the basis of the recipient´s monthly salary or equivalent to the Universal Child and Pregnancy Allowances for Social Protection, accordingly.
