| Description: | The programme Pension for Women's Well-being seeks to improve the economic autonomy of women aged 60 to 64 through a universal non-contributory pension, paid bimonthly, directly and without intermediaries. It recognises the unpaid domestic and care work performed by women over their life course and their lower access to contributory social security. It operates as a bridge benefit: in the bimester in which the recipient turns 65 she is automatically transferred to the register of the Pension for the Well-being of Older Persons. |
Characteristics
| Target population: | All women aged 60 to 64, Mexican by birth or naturalisation, with current residence in Mexico. In 2025, the first year of operation, coverage was phased in: women aged 60 to 64 living in indigenous or Afro-Mexican municipalities or localities, and women aged 63 to 64 in the rest of the country. |
| Geographic scale: | National |
| Targeting method: | Categoric: sex, age (60 to 64 years completed; age is deemed to be reached within the bimester of enrolment) and Mexican nationality by birth or naturalisation with residence in the country. No means test or income verification is applied. In 2025 a transitional geographic criterion also applied (indigenous and Afro-Mexican municipalities or localities). Enrolment order follows the date of registration and the budgetary availability of the programme. |
| Instrument of selection: | Birth certificate; valid official identification document (voter card and, failing that, valid passport or INAPAM card); Unique Population Registry Code (CURP); proof of address no older than six months or a certificate of residence issued by the local authority; and a duly completed Single Well-being Form (Formato Único de Bienestar, FUB). Prior to enrolment and to the issuance of payments, the CURP is cross-checked against the National Population Registry (RENAPO). Under the pro persona principle, the total or partial absence of cross-check results does not condition enrolment or payment. Applicants who, owing to force majeure or fortuitous event, lack a document may substitute it with a sworn written statement before two witnesses. |
| Registry of recipients: | Register of Beneficiaries of the programme, integrated into the Single Registry of Beneficiaries (PUB) in accordance with the "Guidelines for the constitution, updating, authenticity, inalterability, security and dissemination of the information of the Register of Beneficiaries". Validation and integration are the responsibility of the General Directorate for the Validation of Beneficiaries (DGVB) of the Secretariat of Well-being. |
| Exit strategies or criteria: | Definitive removal from the register due to: 1) CURP with deceased status or notification of death; 2) inconsistencies in identification data; 3) two consecutive non-collections; 4) duplicate records; 5) inconsistency or falsification of the means of payment; 6) failure to locate the recipient; 7) failure to collect the means of payment; 8) non-compliance with the Operating Rules; 9) simultaneous collection; 10) voluntary withdrawal; and 11) residence abroad. Causes 2) to 9) operate in stages: two bimesters of withholding, two bimesters of suspension and, where applicable, definitive removal. Mechanisms for reissuance and reactivation exist, and the right to a hearing is guaranteed. Non-sanctioning exit: upon turning 65 the recipient migrates automatically to the register of the Pension for the Well-being of Older Persons. |
| Comments: | The programme was created in 2025 with an allowance of 1,500 MXN per month and coverage phased in by age and territory; from 2026 it is universalised to the full 60-64 age bracket and the amount rises to 1,550 MXN per month, with annual updating from 2027 in line with the Federal Expenditure Budget. It belongs to Budget Branch 20 (Bienestar), modality S (subject to Operating Rules), budget code S316. All resources approved in the 2026 Federal Expenditure Budget were assigned to expenditure chapter 4000 "Transfers, Allocations, Subsidies and Other Aid"; up to 1.25% of the programme budget may be used for operating costs. The programme is aligned with the National Development Plan 2025-2030 (General Axis 2, Objective 2.1 and Cross-cutting Axis 1) and the Sectoral Programme for Well-being 2025-2030 (Objective 1, Strategy 1.3), as well as with SDGs 5 and 10. The Secretariat of Well-being does not monitor the use recipients make of the pension: allowances are considered accrued once transferred. |
