Assistance Pension (PASIS) (1975-2008)

Description: Assistance pensions were created in 1974 for those who did not have access to contributory pensions for old age and disability and found themselves in poverty. In 1997, it was expanded to include minors suffering from any type of mental disability.
   

Characteristics

Target population: Population aged 65 and over, disabled and lacking resources
Geographic scale: National
Targeting method: 1) Proxy means test.
2) Categorical: Requirements for residence (20 years for PBS-Older Persons and 5 years for APS - disability), age, do not have a contributory pension and disability condition.
Instrument of selection: This program utilized several prioritization instruments, including the Socioeconomic Characterization Forms (CAS I and II) and the Social Protection Instrument.
Registry of recipients: Social security information system
Exit strategies or criteria: Start receiving a contributory pension or the receptor dies or do not are payment registered over 6 months
Comments: Given the program's antiquity, it has gone through various targeting methods. However, the law established the following condition: The family nucleus of a person with per capita income below 50% of the minimum pension will be deemed to lack resources (article 2 of Decree Law 869). Different instruments have been used during the program's implementation. Since the late 1970s, the CAS and CAS II forms have been used as targeting instruments. Starting in 2006, the social protection form is used to allocate benefits. Regional governments had a role in allocating benefits, but various regulations changed the allocation procedure, resulting in targeting not always being adequate. On the other hand, the total quotas of the program depended on the budgetary restrictions in force at any given time.

Mode of transfer: Flat transfer
Mode of delivery: Cash withdrawal
Periodicity of delivery: Monthly
Recipient of the transfer: Direct participant

3) Mental Disability
