Comments: | Given the program's antiquity, it has gone through various targeting methods. However, the law established the following condition: The family nucleus of a person with per capita income below 50% of the minimum pension will be deemed to lack resources (article 2 of Decree Law 869). Different instruments have been used during the program's implementation. Since the late 1970s, the CAS and CAS II forms have been used as targeting instruments. Starting in 2006, the social protection form is used to allocate benefits. Regional governments had a role in allocating benefits, but various regulations changed the allocation procedure, resulting in targeting not always being adequate. On the other hand, the total quotas of the program depended on the budgetary restrictions in force at any given time. |
