Description: In 2010, the Joaquin Gallegos Lara Allowance was created as part of the Manuela Espejo Mission Solidarity Program, which also includes the following components: Technical aids, housing solutions, orthoses and prostheses, labor integration and entrepreneurship, and early detection. The grant seeks to support people in a critical socio-economic condition, with severe disability, catastrophic illness, rare or orphan, and children under 14 years of age with HIV AIDS, with a monetary transfer delivered to the caregiver of the person with disability.

Target population: People in critical socio-economic conditions, with severe disabilities, catastrophic diseases or orphan, and children under 14 years of age with HIV / AIDS.

Exit strategies or criteria:
Comments: As part of the measures to face the effects of the Covid-19 pandemic and social isolation, a temporary increase in the transfer to recipients of Social Protection Grants was implemented, including the Joaquin Gallegos Lara Allowance. The amount was paid in 6 payments of USD $15, every two months, from December 2020 to October 2021, for a total of USD $90 per user.

Conditionalities: The co-responsibilities are applied to the caregiver, who is supported by a technical and human team that provides training on issues such as: rights and self-esteem, organization of care and attention to the person with severe disabilities, hygiene, nutrition, diet, vital signs , mobilization, sexual and reproductive health, among others.
Sanctions:
Comments: The economic transfer should be used for resources for food, clothing, mobilization and basic supplies that guarantee individual and family welfare. Recipients must open an account at the National Development Bank (Banco Nacional de Fomento - BNF) to receive the transfers.
