Description: The programme Pension for the Well-being of Older People (PBPAM) is the successor of the programme Pension for Older People, which was implemented in 2013 and was, in turn, the successor of the programme "70 and over", which started in 2007. The programme Pension for the Well-being of Older People seeks to guarantee access to social protection for non-indigenous people 68 years of age or older and indigenous people 65 years of age or older through the delivery of a bimonthly non-contributory pension, as well as through actions implemented in coordination with other government agencies that provide comprehensive attention to the users.
   

Characteristics

Target population: 1) Indigenous people 65 years of age or older, mexicans by birth, who reside in Mexico and live in municipalities classified as indigenous. 2) Non-indigenous people 68 years of age or older, mexicans by birth and who reside in Mexico. 3) People between 65 and 67 years of age in the Register of Active Beneficiaries of the programme Pension for Older People, who were active as of December 2018.
Geographic scale: National
Targeting method: Geographic: Staff from the Ministry of Well-being perform home visits to incorporate and register the participants of the programme. The order of incorporation will be carried out according to the date of registration and according to the established criteria of territorial coverage. Categoric: Mexican older people who meet the Eligibility Criteria and Access Requirements of the Program's Rules of Operation; according to age, ethnicity and, for people between 65 and 67 years of age, status in the Active Register of Beneficiaries of the Pension for Older People as of December 2018.
Instrument of selection: Identification document, document with home address (home service bill or receipt) and the application form to join the programme Pension for the Well-being of Older People. In the case of adults between 65 and 67 years of age, the Register of Active Beneficiaries of the programme Pension for Older People is used.
Registry of recipients: As of 30/07/2020, the Single Registry of Beneficiaries was established. Before 2020, the Register of Beneficiaries of the Pension for the Well-being of Older People was used, within which was the Registry of Active Beneficiaries of the Pension.
Exit strategies or criteria: 1) Loss of eligibility conditions; 2) Provision of false information; 3) Voluntary resignation.
Comments: As part of the measures to face the effects of the Covid-19 pandemic and social isolation, the payment equivalent to 4 months of the Pension for the Well-Being of Older People people Programme was advanced. The first advance was made in March, covering payments from March to June; the second in July, covering payments from July to October. There is the option of having a Representative or Auxiliary Adult, who can process and receive the payment of the single economic allowance for departure. In case of death of the direct recipient, the family members or the auxiliary adult must notify the departure immediately at the Representation Office. People residing abroad will not receive any pensions.

Legal framework: Agreement by which the Rules of Operation of the Pension for the Well-being of Older People are issued, for the fiscal year 2019 (Official Gazette of the Federation - Diario Oficial de la Federación, 02/28/2019).
Responsible organization(s): Ministry of Well-being through the Undersecretary of Social and Human Development.
Executing organization(s): Secretariat of Well-being through the General Directorate of Attention to Priority Groups and the Delegations of Development Programs.
Responsible organization(s) for the registry of recipients: Secretariat of Well-being, through the General Directorate of Geostatistics and Beneficiary Registers (DGGPB)

1) Direct economic allowance

Recipient(s): All older users of the programme
Mode of transfer: Monetary
Mode of delivery: Bank transfer, cash withdrawal in the Representation Office or through other suitable payment method.
Periodicity of delivery: Bimonthly
Recipient of the transfer: Direct user or designated representative.
Maximum per household: nan
Conditionalities: nan
Sanctions: Suspension of the monetary transfer for non-withdrawal of economic allowance in two consecutive occasions.
Comments: In cases of emergency or disasters, an additional month of direct economic allowance may be delivered, only in a single occasion and according to budgetary capacity, in order to mitigate the priority needs of the older pensioners who are affected by the emergency.
Amount : 1,550 MXN per month, in 2021

 

2) Single economic allowance for departure

Recipient(s): Representative or auxiliary adult of the deceased older person user of the programme.
Mode of transfer: Monetary
Mode of delivery: Bank transfer, cash withdrawal in the Representation Office or through other suitable payment method.
Periodicity of delivery: Once, within the 2 months after the death of the recipient.
Recipient of the transfer: Representative or auxiliary adult, who may be a family relative of the older person or any person without family affiliation, but who has been in charge of the care of the older person. In the absence of the above, someone who has expressed his or her willingness to assist or help the older person to access the pension.
Maximum per household: nan
Conditionalities: nan
Sanctions: The transfer is not delivered if the user's departure is not notified within 2 months after his/her death.
Comments: This economic allowance will not be granted if a representative is not designated. In addition, the representative or auxiliary adult must not have received any economic allowance after the date of the death of the recipient to receive this transfer.
Amount : 1.275 MXN

 

3) Actions for Social Protection

Recipient of the transfer: All older people users of the programme
Comments: nan
Description: Complementary actions for the comprehensive care of older people that will be carried out through inter-institutional coordination with other areas of the Ministry of Well-being and government agencies. These actions seek to promote: 1) services of the National Institute of Older People (INAPAM); 2) access to Universal Health services; 3) mechanisms that generate additional sources of income; and 4) community spaces where actions are articulated to guarantee the rights of the users of the programme.
