Description: The objective of the programme is to facilitate access, continuity and permanence in formal education, training and the formal labour market, through secondary and higher education, productive training and employability for adolescents, young people and adults living in poverty or extreme poverty in urban and rural areas of the country. Through monetary transfers, scholarships are delivered through banking channels and subject to the fulfilment of co-responsibilities on the part of programme participants.
   

Characteristics

Target population: The Social Scholarship programme is aimed at the population living in poverty or extreme poverty in urban and rural areas in the following age groups: Social Scholarship for Secondary Education for adolescents and young people between 11 and 24 years of age; Social Scholarship for Higher Education for young people between 16 and 28 years of age; Social Scholarship for First Employment for young people between 18 and 25 years of age; and Social Artisan Scholarship for older people, preferably women.

1) First Job Social Grant

Recipient(s): Adolescents and youth aged 16 to 25 from rural or urban areas, living in poverty or extreme poverty situation and unemployment
Mode of delivery: Bank transfer
Periodicity of delivery: Monthly
Recipient of the transfer: Direct Participant
Conditionalities: A Letter of Commitment is signed at the beginning of the program
Sanctions: The grant will be withdrawn when the user does not comply with the co-responsibilities
Comments: The Conditional Cash Transfer will be provided for a maximum of 5 months, which cannot be postponed.
Description: The programme aims to promote integration into formal labor market of adolescents and youth aged 16 to 25 from urban and rural areas, living in poverty situation, extreme poverty and unemployment, through the temporary hiring as apprentices for 5 months. The employer will pay an equivalent of 40% of the minimum wage in force in the country, plus an incentive bonus of Q.250 to the apprentice, who also receives a monetary transference part of the programme.
Amount : Up to Q.2.000

 

2) Middle Education Social Grant

Recipient(s): Adolescents and young people from 11 to 24 years of age, who, due to their situation of poverty or extreme poverty in urban and rural areas, have limitations for the permanence and continuity of studies at the secondary education level.
Mode of delivery: Bank transfer
Periodicity of delivery: Annual
Recipient of the transfer: Direct Participant
Conditionalities: Maintain a minimum attendance of eighty percent (80%) at school during the academic year.
To pass the school year, being a user of the Programme.
Present all required documentation within the timeframe established by the Programme.
Update data at least once a year.
Sanctions: The grant will be withdrawn when the user does not comply with the co-responsibilities
Description: Promote the permanence and continuity of adolescents and young people to complete their studies at the secondary education level of the school education subsystem, in order to support their studies in public or private educational centres endorsed by the Ministry of Education.
Amount : Up to Q.2.500

 

3) Higher Education Social Grant

Recipient(s): Young people from 16 to 28 years of age, who, due to their situation of poverty or extreme poverty in urban and rural areas, have limitations for the permanence and continuity of studies at the higher education level.
Mode of delivery: Bank transfer
Periodicity of delivery: Annual
Recipient of the transfer: Direct Participant
Conditionalities: Submit documents certifying course assignment, attendance control and courses passed.
Sanctions: The grant will be withdrawn when the user does not comply with the co-responsibilities
Description: Promote the permanence and continuity of adolescents and young people so that they can complete their higher education studies in the country's universities.
Amount : Up to Q.2.500

 

4) Craftspersons Social Grant

Recipient(s): People of legal age, preferably women, living in poverty or extreme poverty, and in a situation of informal employment in urban and rural areas, who have skills or interest in making handicrafts or various handicrafts.
Mode of delivery: Bank transfer
Periodicity of delivery: Annual
Recipient of the transfer: Direct Participant
Conditionalities: Attend at least 80% of the trainings. Present a sample of the product produced
Sanctions: The grant will be withdrawn when the user does not comply with the co-responsibilities
Description: The objective of the programme is to strengthen and develop the skills of individuals and groups of artisans through training in handmade products to improve their income and share business contacts to then promote their products on the market, with the support of public and private institutions of International Cooperation or Non-Governmental Organisations.
