Description: Aimed at providing temporary employment for unskilled labour from SISBÉN levels 1 and 2 in the construction or maintenance of community infrastructure in low-income urban areas, defined as neighbourhoods of strata 1 and 2. The programme sought to mitigate the impacts of the 1999 economic crisis.

Target population: Population of unemployed adults, of SISBÉN levels 1 and 2, who are not enrolled in daytime education programmes.

Description: For unskilled labour, the Programme provides a maximum amount of COP$180,000 per month per participant (at 2001 prices), for a maximum of five months in part-time work.
Amount : COP $ 180,000 (monthly)

 

2) Purchase of materials

Recipient(s):
Description: The financing of materials is partial and restricted to projects presented before December 2002 by territorial entities (mayors' offices, districts, governors' offices or their decentralised entities). The projects to be financed must have a total cost between 40 and 300 million Colombian pesos (at 2001 prices). Proposers may be departments, districts, municipalities, state public utilities, non-profit entities, associative work companies, non-governmental organisations or community-based institutions. The proposer must guarantee the counterpart resources necessary to complement the Programme's contributions and thus cover the total costs of the project. The direct executor of the works may be the proponent, its contractor or the organised community.
