Resumen: Household surveys are central to monitoring participation in education and training, but their ability to capture non-formal learning and technical and vocational education and training (TVET) varies widely across countries and instruments. This document reviews nationally representative surveys in the region and examines how questionnaire design affects estimates for SDG indicators 4.3.1 and 4.3.3. It shows how reference periods, response options and survey routing affect cross-country comparability. It also offers practical recommendations to advance towards more reliable regional evidence on lifelong education and TVET participation. This document was produced as part of the project “Strengthening Education Statistics Based on Household Survey Data in Latin America and the Caribbean”, with support from the UNESCO Institute for Statistics.
