| Resumen: | This research challenges social protection theories by introducing financial development as a key overlooked determinant. It examines if financial development acts as a "shield" or a “substitute” to government social protection expenditures. Research tests the two hypotheses using FE and IV/FE methods on panel data from 65 countries (1996-2021). Developed financial institutions increase government social protection expenditures. Financial institutions are not merely market actors but foundational state infrastructure for equity. |
