This document contains four sections. The first section offers a brief context for digital transformation. The second section sets out a definition of digital inclusion and how this concept relates to the inclusive social development of the region. The third section outlines some elements for understanding how social protection systems have been developed and affected by digitalization, and the new risks brought about by digital transformation, as well as the opportunities to more efficiently create entitlements that meet new demands. Lastly, the fourth section presents reflections on these concepts and their possible implications, for example, in the discussion of such topics as digital rights, protection of information and effective management of social protection. |
