Regional cooperation to advance the women, peace and security agenda: lessons learned from the national action plans of Chile, Colombia and Mexico

Resumen: his publication presents the main lessons and outcomes of the exchange on the design, implementation and evaluation of national action plans on women, peace and security, which took place in December 2025 as part of triangular cooperation and the community of practice bringing together Chile, Colombia, Mexico, Germany and the Economic Commission for Latin America and the Caribbean (ECLAC), with support from the Federal Ministry for Economic Cooperation and Development (BMZ) of Germany and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), in coordination with the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women). The exchange was organized as a follow-up to the Tlatelolco Commitment, adopted in 2025 by the Regional Conference on Women in Latin America and the Caribbean, and in the context of the commemoration of the twenty-fifth anniversary of the adoption of Security Council resolution 1325 (2000). The Tlatelolco Commitment reaffirms the importance of the women, peace and security agenda and calls for strengthening the mainstreaming of the gender perspective in foreign policy; the full, effective and meaningful participation and leadership of women in diplomacy and international affairs; and multilateral cooperation to enforce international humanitarian law, maintain international peace and security, and formulate and implement national action plans to protect the rights of women, adolescents and girls in all their diversity.
