This bulletin provides information about the Chilean experience with the design and implementation of the National Support and Care System, known as Chile Cuida (Chile cares), a network of institutions, programmes and services offering support and care for people who need help with daily tasks and for their caregivers. Chile Cuida seeks to provide guarantees for the right to care throughout the life cycle and to work to attain a greater degree of shared responsibility in the distribution of care work among the State, the market, families, communities and individuals. This bulletin documents the process involved in designing and setting up the National Support and Care System, which involved political will, the construction of an institutional structure to coordinate the different sectors concerned and to ensure the system’s sustainability, a territorially equitable implementation strategy and the reinforcement of information systems for use in care policy planning, management and assessment. This bulletin also describes the technical assistance that ECLAC has provided to the Chilean government in the course of its work with the Ministry of Social Development and Family Services, the Ministry of Women’s Affairs and Gender Equity, the National Institute of Statistics (INE) and the commune of Renca. |
