This paper reviews existing literature and finds that, when looked through the prism of food security, transfers modalities, like cash, food and vouchers, don t present very dissimilar outcomes. Also, beneficiary preferences are mixed. The key difference, however, is average costs (largely favoring cash). But hey, we all concur that a key factor for transfer selection is market functionality… yet definitions and measurement of a “functioning market” can vary widely. Hence there is an urgent agenda to upgrading tools for decision- making… some are sketched out in the above figure, but more work needs to be done – including in connecting to the growing agenda on transfers indexation, the management of inflation, etc. (BTW, next week there might be some more news on the matter). |
