Facilitating transition between social assistance and social insurance

Resumen: this report aims to provide a review of international experiences on ensuring better transitions between social assistance and employment-related social insurance. The report is divided into seven sections. Following this introduction, Section 2 begins by presenting the conceptual model used in this report. For this, concepts such as ‘transition’, ‘graduation’, ‘programme exit’, and ‘incentive compatibility’ are defined, and the push and pull factors that facilitate transition are introduced. Section 3 discusses good practices around the world in programme design that incentivise the “exit” from cash assistance programmes and entry in social insurance. Section 4 analyses good practices in linking social protection schemes with interventions that support workers to join the labour market, while section 5 discusses good practices in providing financial incentives to increase social insurance subscription. Section 6 provides an overview of push and pull factors in place in social protection systems across the Arab region. Finally, Section 7 gives general recommendations for better transition linked to the push and pull factors reviewed, as well as regarding broader structural- change drivers that can improve transitions.
