Findings on Policy Integration and Coordination to Inform the European Child Guarantee A Rapid Evidence Assessment

Resumen: The European Child Guarantee (ECG), approved by the Council of the European Union, aims to prevent and combat child poverty and social exclusion. It will enable access for children in need to services and support in five areas that are vital for their well-being: early childhood education and care, education, healthcare, healthy nutrition and adequate housing. As part of Phase III of the preparatory action for the ECG, UNICEF Regional Office for Europe and Central Asia carried out a Rapid Evidence Assessment (REA) to help governments, in particular the ECG National Coordinators, to implement and coordinate the ECG. This REA identifies, assesses, and synthesizes evidence on the factors within the policy interventions of European Member States that enable or hinder vertical and/or horizontal policy coordination and integration across all or some of the five thematic areas of the ECG. The REA also explores the context in which these factors operate as either barriers or facilitators, as well as their interlinkages. As its secondary objective, this REA aims to investigate the impact of policy integration and coordination of the five ECG thematic areas on the accessibility at the service level.
