This Guidance Note and its annexes provide practical guidance for UN and NGO partners
in the field on the implementation of SCR 1998 (2011), which further strengthens
the Security Council Children and Armed Conflict agenda in highlighting the issue of
attacks on schools and hospitals. With this in mind, the Guidance Note on SCR 1998 has the
following objectives:
1. To enhance understanding of the Security Council’s framework to address issues concerning
children and armed conflict, with particular reference to attacks on schools and
hospitals;
2. To strengthen monitoring and reporting on attacks on schools and hospitals by providing
key definitions and practical advice;
3. To promote advocacy and dialogue with parties to conflict on attacks on schools and hospitals,
including an action plan template with concrete measures to halt and prevent violations;
4. To increase partnerships between various stakeholders for the implementation of SCR
1998 in relation to monitoring and reporting, as well as advocacy and dialogue;
This Guidance Note builds on and complements the MRM Field Manual and the MRM Guidelines,
which include more information on the establishment, structure and functioning of the
MRM, as well as procedures for monitoring violations and advocacy. Particular reference is
also made to previous guidance on the implementation of SCR 1882 (2009) on killing and
maiming of children and rape and other forms of sexual violence. |
