Resumen: The working paper on ICTs and Access to Information: How to Make it Work for Promoting Human Rights identifies ICTs as a driving force in building an Information Society and creating the values of human rights for the protection of the vulnerable, alleviation of poverty, and empowerment of people through exchange of information between developing countries where there is a problem with governance. It is found that ICTs have great potential to make a profound impact and offer a wide range of possibilities in exercising human rights and to become an integral part of a democratic society.
