Resumen: | The primary goal of the ILO is to contribute, with member States, to achieve full and productive employment and decent work for all, including women and young people, a goal embedded in the ILO Declaration 2008 on Social Justice for a Fair Globalization and which has now been widely adopted by the international community. This Paper attempts to guide policy makers who are considering the responses suggested in the Global Jobs Pact. At the same time, it provides a framework for the ILO course on ‘Innovations in Public Employment Programmes (IPEP), designed to support such efforts. While emergency public works programmes have been used widely for a long time and are generally well understood and to a large degree understood, there has been significant innovation in the area of public employment in recent years, which changes the scope of options available for public policy in this area. |
