Description: Colombia Mayor aims to improve the living conditions of older persons, who are in moderate or extreme poverty conditions, through an economic transfer that allows to cover the basic needs.
   

Characteristics

Target population: Elderly people (54 years or older for women and 59 years or older for men) in a situation of moderate or extreme poverty.
Geographic scale: National
Targeting method: 1) Proxy means test: Levels 1 and 2 of Sisben.
2) Cathegorical: National of Colombia or 10 years of residence in Colombia; minimum age of 52 years old for women and 57 years old for men
Instrument of selection: System for the Identification of Potential Social Programme Beneficiaries (SISBÉN).
Registry of recipients:
Exit strategies or criteria: Death of the participant; Falsification of registered information; Receive a pension, rent or subsidy; Proven begging as a productive activity; Checking for illegal activities; Transfer to another Municipality or District; Not collecting, consecutively, up to four programmed subsidies; Failure to comply with entry requirements.
Comments: As part of the measures to face the effects of the Covid-19 pandemic and social isolation, from April 2020 to June 2021, 15 additional monetary transfers were delivered to users of the program. In January 2020, the value of the subsidy was unified for all municipalities in the country. The programme considers older adults who live with a relative and have a total household income lower than the minimum wage. Additionally, the residents of the Elderly Welfare Center (CBA) and the users attending a Day Centre are entitled to receive this pension.

Comments: It is delivered in cash through the banking network or entities contracted for this purpose. Social services are considered complementary the development of educational activities, recreation, culture, tourism, sports and productive leisure which enables the busy, distraction and improving of the life quality of the elderly. There is also funding for funeral expenses.

Comments: Resources granted in Basic Social Services, through the Elderly Welfare Centers and Diurnal Centers, so that they can attend the cases of homeless older adults or in a condition of abandonment. These considers the following requirements: food, shelter and medicines not included on the Compulsory Health Plan of the Subsidized Regime.
