Description: | This programme marks an important historical precedent for the design of protection systems for older people in Latin America and the Caribbean. While there have been plenty of changes throughout its existence, it has contributed significantly to the reduction and low incidence of poverty and indigence among older people, compared to the other countries of the region. The programme aims to financially protect any person that based on age or illness, can not generate income, and lack any kind of resources to meet their vital needs. |

In both cases the person must have Uruguayan citizenship (people of foreign origin must prove continuous residence for 15 years in the country; it also considers Uruguayans residing in Brazil and Argentina within 5 kms. of the border with Uruguay). 2) Verification of indirect means (proxy means test): Income lower than non-contributory pension. |

Comments: | In 2007, the old age assistance was created. It is an extension of assistance to adults over 65 and under 70 yrs old, who do not have a social security support. When these recipients reach the age of 70 , they automatically pass to the pension scheme in old age. |

Comments: | In 2002, the programme allowed the compatibility between the activity of the person with disability and the pension, as long as the salary is less that the amount of the transfer. In addition, people who attend special schools or rehabilitation centers receive a state bonus to cover the fee and/or transport costs. |
