Description: This program lies under the Contributory Pensions Act of 1970 with the main purpose to provide assistance to qualified individuals without any contributory pension. The principal target population is the elderly and people with disability who lack basic income of their own.
   

Characteristics

Target population: 1) Persons over age 65 without entitlement to contributory pension
2) Persons with disability from age 18 to 65
Geographic scale: National
Targeting method: 1) Categorical : Requirements for age (65 years or more; 18-65 years for persons with disability) and residency
2) Means test
Comments: There is a residency requirement to be eligible for the program, which is to have ordinarily resided in Bermuda for 10 years during the 20 years period preceding the date of claim. In the same sense, recipients who are not living in Bermuda ordinarily are disqualified for the benefit. Moreover, persons under imprisonment do not have entitlement for the pension.

1) Non-contributory old-age Pension

Mode of transfer: Variable according to income
Periodicity of delivery: Monthly
Recipient of the transfer: Direct beneficiary
Comments: People with income lower than BM$4,000 per year will receive the high rate, and the low rate if otherwise.

2) Non-contributory disability benefit

Recipient(s): Persons with disability from 18 to 65 years old
Mode of transfer: Flat transfer
Periodicity of delivery: Monthly
Recipient of the transfer: Direct beneficiary
Comments: Since 1985, the rate of non-contributory disability benefit is the same as the lower rate of non-contributory old-age pension. The claimants of this benefit should present a certificate from a registered medical practitioner proving their incapability of gainful employment permanently.
