Description: It is an economic aid granted to students that are currently in primary, presecondary, secondary and special education from the regular subsystem, until they finish their studies. The payments are sent through electronic media, in order for the participating students of the programme to be able to use them to buy food, personal hygiene items, medication, school supplies, uniforms, books, data and technological tools. The objectives of the programme are: preventing truancy, repetition and couteract school desertion; raise the levels of school enrollment and asistance; assist the students currently enrolled in primary, presecondary, secondary and special education; motivate and strengthen academic improvement. This programme replaces the former Universal Scholarship programme.
   

Characteristics

Target population: Primary, presecondary, secondary and special education students, that are part of the regular subsystem of Panamá.
Geographic scale: National
Targeting method: 1) Categorial: Primary, presecondary, secondary and special education students, part of the regular subsystem of Panamá.
Exit strategies or criteria: i) The student doesn't comply with the legally established attendance for primary, presecondary and secondary education, according to what is recquired by each subject.
ii) Not using the given allowance adequately.
iii) The student or legal tutor doesn't assist to academic and conduct monitoring meetings with teachers and tutors, specified in the educational centre's calendar.
iv) The student is expelled.
v) Breaking criminal law, confirmed with a judicial sentence.
vi) Presenting or using falsified or adultered documents, in order to obtain the allowance.
vii) The student transfers to a private educational centre that doesn't comply with the requirements defined in the law.
viii) When the student or tutor explicitly quit the programme.
Comments: The items must be purchased in businesses registered in the Plataform of the National Authority for Government Innovation (AIG).
The allowance cannot be used to buy cigarettes nor alcoholic beverages.
The programme's implementation began the second quarter of 2020.

1) PASE-U Annual Allowance

Recipient(s): 1) Primary school students
2) Presecondary school students
3) Secondary school students
Mode of transfer: Flat transfer
Mode of delivery: Digital payment via "Tarjeta de Clave Social" and the Youth Card (Cédula Juvenil), or through a bank transfer.
The students collect their allowances through the Digital Scholarship system, which is cashed with the recipient's identity card.
Periodicity of delivery: Quarterly
Recipient of the transfer: Participating student, parent, legal tutor or an authorised person.
Conditionalities: i) Being a regular student of the first or second educational level of the regular subsystem, and special education of the non regular subsystem.
ii) Mantain a good assitance to classes during the school year.
iii) Mantain a good conduct, according to what is described in the private or official educational centre's internal regulations. This does not apply in the case of students with special needs that are receiving services from private or official educational centres.
iv) The legal tutor must comply with the visits to the educational centre.
v) The legal tutor must provide evidence of their participation in informative lectures for parents in the school, as well as evidence regarding the support given to the student for his/her education, and a commitment to use the allowance adequately.
Sanctions: The monetary transfer will be suspended in the following situations:
i) In the case of primary school students, when they fail in two occasions the same school level. The transfer will be granted again once the student advances to the next grade.
ii) In the case of presecondary and secondary students, when they fail up to 3 subjects at the end of the school year, reagrdless if they are later passed during the Programme of Academic Recovery. In this situation, the allowance is once again granted the next school year. If the student does not pass the subject or subjects, the transfer will be cancelled.
Comments: A double allowance is granted to students with "Puestos Distinguidos", "Concurso General", outstanding students in sports and fine arts, academic and cultural events, and students that possess Asistance for Disability.
In the case of students from private schools, in order to participate in the programme, the sum of the tuition and monthly payments must not exceed the PAB$ 2.300 a year.
Amount : Depends on the student's education level:
i) PAB $270 for primary school students, which correspond to PAB $90 every 3 months.
ii) PAB $360 for presecondary school students, which correspond to PAB $120 every 3 months.
iii) PAB $450 for secondary school students, which correspond to PAB $150 every 3 months.
For special education students, the allowance will be bestowed according to the education level established in the annual allowance.
