Description: Contribute to the social welfare of planters and planters through the promotion of food self-sufficiency, with actions that favor the reconstruction of the social fabric and the recovery of the environment, through the implementation of agroforestry production systems in plots of land. The program seeks to address two problems: rural poverty and environmental degradation. In this way, its objectives are to rescue the countryside, reactivate the local economy and regenerate the social fabric in the communities.
   

Characteristics

Target population: Agrarian subjects of legal age who live in rural localities, whose municipalities are at levels of social backwardness and who are owners or possessors of 2.5 hectares available to be worked in an agroforestry project.

Geographic scale: The Program has coverage in the following states: 1. Campeche, 2. Chiapas, 3. Chihuahua, 4. Colima, 5. Durango, 6. Guerrero, 7. Hidalgo, 8. Michoacán, 9. Morelos, 10. Nayarit, 11. Oaxaca, 12. Puebla, 13. Quintana Roo, 14. San Luis Potosí, 15. Sinaloa, 16. Sonora 17. Tabasco, 18. Tamaulipas, 19. Tlaxcala, 20. Veracruz y 21. Yucatán.
Targeting method: For fiscal year 2022, priority will be given to applications submitted by the agrarian subjects of the municipalities with social backwardness of the federal entities in which the Program has coverage. Likewise, preference will be given to inhabitants of municipalities classified as medium to very high degree of social backwardness (CONEVAL); that at least 20% of beneficiaries are women and at least 20% of inhabitants of municipalities with the presence of indigenous and Afro-Mexican peoples will be considered.
Registry of recipients: Unique Register of Beneficiaries
Exit strategies or criteria: Benefits are suspended if 80% of the work plan is not complied with for two consecutive months; having three or more unexcused absences at the Farmer Learning Communities (CAC) meetings in a three-month period; and, having three unexcused absences in the period of one month to the production unit.
The benefits are canceled if the conducts mentioned above are committed for three occasions; presents false information or incomplete verification of the supports granted; not to apply the resource in the investment concepts authorized to carry out the project.
Comments: "The Program's Technical Committee, after analysis and opinion, will determine those cases in which additional economic support may be granted, for the legal entities and for the CACs; such support may not be requested directly. The corresponding General Director will submit the proposal for such support to the Technical Committee, and it will be the Technical Committee that will determine the granting of such support and the policies necessary for its delivery. In the event of natural disasters, the economic support earmarked for this item will be applied preferably for the acquisition of plants and inputs. "

1) In-kind support for agroforestry production

Recipient(s): Agrarian subjects of legal age who live in rural localities, whose municipalities are with levels of social backwardness and who are owners or possessors of 2.5 hectares available to be worked in an agroforestry project.
Mode of delivery: For the granting of support in kind, the Undersecretary of Productive Inclusion and Rural Development may sign the necessary agreements, contracts, agreements and other legal and administrative instruments with other entities, agencies and public and private institutions, in accordance with the regulations applicable in each case.
Periodicity of delivery: The Productive and Social Technicians will be responsible for coordinating the delivery to the entitled parties on the previously determined dates.
Recipient of the transfer: Subjects of right
Comments: "In-kind support may include plants and seeds; inputs to develop the agroforestry program in their production unit; materials, inputs, equipment and tools for the installation and operation of community nurseries; materials, inputs, equipment and tools for the installation and operation of biofactories. In order to ensure the plant production required by the Program, nurseries may be established, operated and managed by the Program or through a third party, as determined by the Program's Technical Committee, after its analysis. Likewise, Training Centers in agricultural and agroforestry systems that favor the exchange of knowledge and experiences may be established, with the prior approval of the Head of the Secretariat."
Description: To grant in-kind support for agroforestry production. The mechanism for granting in-kind support will be carried out as follows: all in-kind support will be delivered in each of the territories established by the Program; the precise place of delivery will be determined by the regional and territorial coordinators, prior report to the Undersecretary of Productive Inclusion and Rural Development. Once the in-kind support is in the territories, the Productive and Social Technicians will be responsible for coordinating the delivery to the entitled parties on the previously determined dates. For the granting of in-kind support, the Undersecretary of Productive Inclusion and Rural Development may sign the necessary agreements, contracts, agreements and other legal and administrative instruments with other entities, agencies and public and private institutions, in accordance with the regulations applicable in each case.

 

2) Social and technical accompaniment for the implementation of the Program.

Recipient(s): Agrarian subjects of legal age that live in rural localities, whose municipalities are with levels of social backwardness and that are owners or possessors of 2.5 hectares available to be worked in an agroforestry project.
Mode of delivery: The operative personnel will be trained in the priority topics established by the Program that contribute to the strengthening of the capacities of the subjects of rights. For the implementation of training, meetings, gatherings and assemblies may be held to strengthen the implementation of the Program, for which the necessary budgetary resources may be allocated for such purpose.
Recipient of the transfer: Subjects of right
Comments: Operational personnel may be trained in the approaches that support the Program: agroecology, solidarity economy, cooperation, social finance, sustainability, social inclusion and gender equality, community organization, among others.
Description: The social accompaniment for the community organization and the technical accompaniment for the strengthening of the subjects of rights and the implementation of the agroforestry systems, will be carried out by the Social and Productive Technicians, through the dialogue of knowledge based on the exchange of knowledge and experiences; learning from the wisdom of the people who have lived with nature, especially with their specific territory, for many generations; and promoting the intergenerational dialogue. The Social Technicians will coordinate the actions that regenerate the social fabric and the solution of the problems detected in the Peasant Learning Communities (CAC).

 

Recipient(s): Farmer Learning Communities (CAC's) (made up of at least 25 program participants and at least three young scholars.
Periodicity of delivery: Bimonthly
Recipient of the transfer: Direct repicipient
Conditionalities: Attend two Farmer Learning Communities (CAC) meetings per month.
Sanctions: Suspension or cancellation of benefits if the co-responsibilities are not fulfilled.
Comments: The scholarship recipients come from the Youth Building the Future Program.
Description: Social and technical support for community development and strengthening of the participants and the implementation of agroforestry systems. This will be carried out by the social and productive technicians, through a dialogue of knowledge based on the exchange of knowledge and experiences.
