Description: The objective of the Social Economy Promotion Programme is to contribute to improving the income of people living in poverty by strengthening the capacities and means of social economy sector organisations (OSSE), as well as of people with incomes below the welfare line integrated in social groups, who have productive initiatives.
   

Characteristics

Target population: Social Sector Organizations of the Economy (OSSE) and persons with incomes below the welfare line, organized in social groups (at least three people)
Area of intervention: Support for independent work
Geographic scale: National
Targeting method: Categorical: People whose income is below the welfare line, integrated into social groups or organizations of producers and independent producers who have productive initiatives
Geographical: Towns in municipalities categorized as i) Rural Priority Attention Zones (ZAP); ii) Indigenous Population (CDI); iii) High and very High rate of Marginalization; iv) 50% of the population with income under the welfare line.
Instrument of selection: Criteria of the National Council for Evaluation of Social Development Policy (Coneval), information from the Single Socioeconomic Information Questionnaire (CUIS) and through physical checks or visits made to households
Registry of recipients: Development Focus System (SIFODE)

1) Implementation of new productive projects

Recipient(s): Programme participants
Recipient of the transfer: Direct recipient
Comments: The economic support is given to the group once. Salaries, wages, adaptation works, remodeling or construction on public lands and technical assistance cannot be supported.
Description: Delivery of capitalisable economic resources for productive projects aimed at groups of at least three people, which promote the reinvestment of the income generated by the project. Support may be granted for the acquisition of new assets, fixed investment, deferred investment and/or working capital. In this modality, support can be granted up to MXN$ 50 thousand per member of the group and up to a maximum amount of MXN$ 250 thousand Mexican pesos per project.
Amount : MXN$ 50,000 (per each member) to MXN$ 250,000 (per project)

 

2) Development of productive initiatives

Recipient of the transfer: Direct participant
Description: In-kind support for the formulation of productive projects, technical assistance and accompaniment granted by the General Directorate of Productive Options (DGOP) to social groups made up of at least three people with incomes below the welfare line. The support is granted through an institution of higher or higher education.
Amount : Up to MXN$ 100,000,000 for the Project Formulation Process and MXN$ 10,000,000 for the Accompaniment Process

 

3) Capacity Development

Recipient(s): Recipients of the programme
Recipient of the transfer: Social Sector Organizations of the Economy (OSSE)
Description: Cash support granted by the National Institute of Social Economy (INAES) to the Institutions for the promotion and development of the social economy (INPROFES) for capacity building processes of the OSSE.
Amount : Up to MXN$ 100,000 in cash and MXN$ 80,000 in kind.

 

4) Support for Social Banking

Recipient(s): Programme participants
Recipient of the transfer: Social Sector Organizations of the Economy (OSSE) for savings and credits
Description: Economic support in cash or in kind which is granted by the National Institute of Social Economy to promote and support the creation, transformation, strengthening, consolidation and integration of Social Sector Organizations of the Economy for savings and credits.
Amount : Up to MXN$ 1,500,000 (in cash)
