Description: Conditional cash transfer programme (CCT) established in Buenos Aires.
   

Characteristics

Target population: Poor households living in the Autonomous City of Buenos Aires. Emphasis is placed on households with pregnant women, members under 18 years old, disable and/or elderly.
Geographic scale: Regional
Targeting method: 1) Proxy and direct means testing
Instrument of selection: According to condition of income poverty condition and by the Vulnerability Index calculated from the RUB application form.
Registry of recipients: Single Registry of Beneficiaries (RUB)
Exit strategies or criteria: Poverty condition overcoming. Non-compliance of conditionalities or requirements. Non use of the magnetic card.
Comments: The programme is accepting the incorporation of new beneficiaries. The information gathered by the RUB is triangulated with information contained in the databases of several local or national government institutions on social security, employment status and assets of the person

1) Porteña Citizenship with all Right

Recipient(s): Households in poverty with at least for two years of residence in the Autonomous City of Buenos Aires .
Mode of transfer: Transfer according to characteristics of the recipient (number of members and age). It also considers household's socioeconomic status. Indigent households receive the equivalent of 75% of a basic food basket and poor households the equivalent of 50%.
Mode of delivery: Magnetic Card ("Tarjeta de compra")
Periodicity of delivery: Monthly
Recipient of the transfer: Mother (preferably)
Maximum per household: One transfer per household
Conditionalities: Education: Trying to make children aged 3 and 4 years to attend kindergarten, sending 5 years old children to preschool, sending children between 6 and 18 years old to elementary school and high school.
Documentation and information: to get the National Identity Card for all household members; Ensure the accuracy of the information provided for purposes of participation in the programme.
Health: Monthly pregnancy, partum and postpartum check ups; Child health and nutritional development checks (requirements vary according to age of recipients); Fulfill compulsory vaccination schedule.
Use the transfer for the purchase of certain products intended exclusively for the satisfaction of first necessity: Food; cleaning or personal hygiene products; cooking fuels; and school supplies.
Sanctions: Failure to comply with the conditionalities may result in suspension or reduction of the subsidy or loss of the status of "beneficiary household."
Comments: Recipients of Universal Child Allowance or Social Ticket cannot be recipients of Porteña Citizenship with all Right.

 

2) Studying is working

Recipient(s): Young people between 18 to 29 years old, members of beneficiary households and studying at any level of the formal education system
Mode of transfer: Individual flat transfer
Mode of delivery: Magnetic card/debit card
Periodicity of delivery: Monthly
Recipient of the transfer: Direct beneficiary
Conditionalities: Education: Enrolled at any level in the formal education system with official recognition (primary, secondary, tertiary college / no college, university). Those in elementary or secondary school must attend and promote studies annually; those who are in the tertiary level or university must pass at least two subjects per year.
Sanctions: Failure to comply with the conditionalities may result in suspension of the subsidy.

 

3) First Months Network

Recipient(s): Pregnant women and children between 0 and 1 years of age recipients of Porteña Citizenship programme.
Mode of transfer: Flat transfer
Mode of delivery: Magnetic card/ debit card
Periodicity of delivery: 1) Pregnant women: three payments corresponding to weeks 13, 24 and 36 of pregnancy.
2) Children from 0 to 1 year old: three payments corresponding to months 1, 6 and 12 after birth.
Recipient of the transfer: Direct beneficiary
Conditionalities: Pregnant women must assist to 5 medical check-ups prior to delivery. In cases where the medical indication suggests a greater number of controls and / or referrals, they must also be complied with and accredited.
Children must assist to at least 2 pediatric check-ups during the first month of the child's life- one compulsorily between the first 48 hours and 7 days of life - and the second one between the first 15 and 30 days of life. At 6 months they must submit 5 monthly controls, and at 12 months 3 bimonthly controls.
Sanctions: No fullfillment of conditionalities will lead to a withdrawal of the transfer
Comments: There is a family accompaniment program for the beneficiaries of the First Months Network called Social Reference Worker for both women who are pregnant or children who are transiting the first year of life. The purpose of this program is to build awareness of prenatal care and of children by the mother and her family environment, guaranteeing the necessary medical controls that favor the development of pregnancy and healthy growth.
Amount : 1) Pregnant women: $ 3.000 divided in three payments of $ 1.000.
2) Children between 0 and 1 year of age: $ 4.500 divided in three payments of $ 1.500.

 

4) Social Ticket

Recipient(s): Households that are in a situation of food insecurity or social vulnerability
Mode of transfer: Flat transfer
Mode of delivery: Pre-filled Purchase Card issued by the City Bank.
Periodicity of delivery: Monthly
Recipient of the transfer: Direct beneficiary
Conditionalities: The card can be used in the network of food stores and supermarket chains attached to the program. The card can only be used for the purchase of food and hygiene and cleaning products; the purchase of alcoholic beverages is absolutely forbidden, which will cause the immediate withdrawal of the benefit.
Sanctions: Failure to comply with the commitments may result in suspension of the subsidy.
In case the card does not record movements for two consecutive months, the benefit will be reduced.
Comments: Recipients of Universal Child Allowance or Porteña Citizenship with all Right cannot be recipients of Social Ticket.
Amount : Basic assistance: $ 700
Households with nutritional risk: 50% complementary to the basic assistance amount
Households with a member with celiac disease or large families with 4 or 5 members under 18 years of age: 80% complementary to the basic assistance amount
Households with 6 or more minor members: additional 100%.
