Description: The objective of the program is to generate employment, develop productive capacities and promote sustained and quality employment, with the purpose of increasing income and improving the employability of the population living in poverty and extreme poverty. This program operates by financing basic infrastructure projects with intensive use of unskilled labor, such as road paving, construction of sports slabs, irrigation canals, retaining walls and hydraulic defenses. This financing translates into salaries, purchase of materials, tools and safety equipment kits. Between 2006 and 2011, the program was called Construyendo Perú.
   

Characteristics

Target population: Unemployed and underemployed population living in poverty and extreme poverty, with priority to heads of households, young people between 18 and 29 years of age, people with disabilities and senior citizens.

2) Self-targeting: workers who are willing to earn 70% of the minimum wage

1) Competitive projects

Recipient(s): Unemployed and underemployed population living in urban areas in poverty and extreme poverty situation. There is a priority to head of households, young peopled aged between 18 and 29 years old, people with disabilities and elderly.
Mode of transfer: Transfers according to days worked.
Periodicity of delivery: According to works length
Recipient of the transfer: Direct participant
Comments: This modality has the largest budget allocation in the program and projects may be submitted by regional, provincial or district governments.
Description: The Programme allocates financial resources for a competitive fund accessed through the presentation of projects that are subsequently selected by a Prioritisation Committee. The aim of this modality is to attend to people with non-inertial or non-natural unemployment in a situation of vulnerability and residing in urban areas.
Amount : 70% of the minimum wage

Mode of transfer: Transfers according to days worked.
Periodicity of delivery: According to works length
Recipient of the transfer: Direct participant
Comments: To meet the demand for co-financing of projects under this characteristic, the Programme has developed the intervention modality known as Contingency Action, which will cover all those districts interested in co-financing with the Programme at the national level.
Description: This modality contemplates the execution of projects, in exceptional cases, of social and economic infrastructure, to mitigate the damages caused by natural disasters, international crisis, among others. This modality allows the generation of temporary employment for those poor and extremely poor people who have become unemployed.
Amount : 70% of the minimum wage
